WHAT WILL THE FIFTH "C" BE?

The term "the fifth C" with regard to diamonds has been heard in speeches and written about in articles. Generally it is a positive reference for the need for a consumer to be able to purchase a diamond with "confidence " and for our industry to help ensure that this is possible. As we are all aware, this is more difficult than it sounds.

Setting Security Standards

The Canadian Alarm and Security Association (CANASA) have recently released guidelines for recommended installations of lower to medium risk security installations. These guidelines include:

     - General Installation Recommendations
     - Wiring Recommendations
     - Zoning/programming Recommendations
     - Equipment Recommendations
     - General Testing Recommendations
     - Monitoring Recommendations
     - Operation Standards
     - Guidelines on the Installation of Smoke/Fog Security Machines

JVC Seeks Input on the Canadian Guidelines With Respect to the Sale and Marketing of Diamonds, Coloured Gemstones and Pearls

DRAFT Revised Edition 2002

A special JVC Committee, in consultation with industry members and the Competition Bureau, has completed a first draft of the revised 2002 Canadian Guidelines With Respect to the Sale and Marketing of Diamonds, Coloured Gemstones and Pearls.

In general, these guidelines apply to anyone promoting, directly or indirectly, the sypply, use, description, or identification of any gem, carving, jewel, item of jewellery, or work of art containing diamond, gemstone, pearl and related materials.

This is your chance as an industry member or other stakeholder to review and provide your comments to the committee.

All comments must be submitted by email or fax to JVC by September 1st, 2002. The Committee with then reconvene to review all submissions.

TANZANIAN DEALERS IMPLEMENT WARRANTY PROGRAM FOR TANZANITE

Exporters dealing in tanzanite have begun to implement that portion of the Tucson Tanzanite Protocols calling for a warranty that the tanzanite exported is "clean".

Written in February 2002, the Tucson Protocols called for a dealer's warranty that the tanzanite exported was mined in Tanzania and traded through legitimate sources. A Steering Committee (Matt Runci of JA, Doug Hucker of AGTA, Cecilia Gardner of JVC US and Rick Krementz, a manufacturer of jewellery) visited Tanzania in April and reviewed the documentation system already in place. That review, together with confirmation from the U.S. State Department that all government intelligence services agreed that there was no evidence to support allegations of terrorist involvement in the trade led to the early implementation of this portion of the Protocols.

The government of Tanzania confirmed that they now require the warranty language on all export permits. The next steps in implementation will involve all those dealers who import the gemstone, who will facilitate assurance for tanzanite throughout the supply chain. The Steering Committee will continue to urge the quick adoption of all aspects of the Tucson Tanzanite Protocols.

In a related story, Zale Corporation announced in May 2002 that it plans to re-enter the market for tanzanite and should have jewellery containing tanzanite in its stores soon.
